GEOPOLITICS BRIEF

GERMAN LEADER FOLDS ON CHINA: German Chancellor Olaf Scholz visited China late last week for meetings with Chinese President Xi Jinping and Premier Li Kequiang. Although Germany’s current coalition government promised to change its economic approach and reduce its independence on China, Scholz left meetings with Chinese officials promising to maintain economic cooperation, including the need to further develop cooperation on climate change, food security, and debt relief.

CHINA SENIOR MILITARY LEADERS: ARMY ON FULL-TIME STANDBY FOR WAR IN TAIWAN STRAITS: Following Chinese President Xi Jinping’s call for its People’s Liberation Army (PLA) to “fully enhance training and preparation for war,” senior military officers stated that PLA forces are on full alert. PLA General Xu Qiliang stated that he believed strengthening China’s strategic capabilities could effectively deter an enemy from interfering with the reunification of Taiwan. The Chief of the Chinese Communist Party Central Military Commission’s Research Bureau, General Lie Yantong, was quoted as saying “We must be fully prepared to respond to external interference and major incidents relating to Taiwan independence through non-peaceful means and other necessary measures.” 

G7 FINALIZING RUSSIAN OIL PRICE CAP: G7 officials announced they are working to finalize price caps on Russian crude oil before a December 5 implementation. Unnamed G7 officials speaking on condition of anonymity said the coalition has agreed to implement a fixed barrel price rate for Russian oil to “increase market stability” and “simplify compliance.” The plan further includes rules applying the price cap to seaborne shipments only, allowing oil to be resold at market price after completion of its first landed sale at the fixed rate.

HAITI ENDS FUEL TERMINAL BLOCKADE: Haitian police officials announced they had taken control of the Varreux fuel terminal previously seized by armed gangs. The move comes after Haitian police engaged in a gunfight with members of the G9 gang during an operation to seize the facility. The fuel terminal was seized by members of the G9 gang in September, triggering fuel shortages and a humanitarian crisis.  Unconfirmed statements attributed to Haitian government officials said fuel from the terminal would be available on Monday.
