Good morning, and welcome to the Global Situation Report for Monday, 23 September 2024.


  • Global Rollup
    • Israel continued its bombing campaign in southern Lebanon and conducted a strike on Beirut. The Beirut strike reportedly killed senior Hezbollah leader Ibrahim Aqil. Lebanon’s Prime Minister Najib Mikati claims Israel is committing a “war of extermination.” China and the U.S. urged their citizens to leave Israel and Lebanon, and anonymous sources in the U.K. claim the U.K. military is preparing an evacuation operation.
    • The Quad (U.S., Japan, Australia, India) released a joint statement announcing increased maritime security cooperation through joint Coast Guard missions and an integrated airlift capacity. In response, China’s People’s Liberation Army and state media published an opinion piece declaring the Quad as a containment strategy and highlighting the “inability” of other nations to decouple or de-risk from China.
    • Romania’s Defense Minister Angel Tîlvăr is calling for a NATO-wide response to Russian drone and missile incursions “in NATO airspace in Poland, Romania, and Latvia.” The Romanian Supreme Council of National Defense also announced it is increasing ammunition acquisition in response to the incursions.
    • Japan reports that a Russian maritime patrol aircraft violated Japanese airspace over an outlying Rebun Island three times on Monday despite warnings.
