DCIA: PUTIN CAN’T AFFORD TO LOSE: Central Intelligence Agency Director Bill Burns said Russian President Putin has “a frame of mind in which he doesn’t believe he can afford to lose… I think he’s convinced right now that doubling down still will enable him to make progress [in Ukraine].” Burns assesses the Russian military remains behind schedule even after consolidating its forces for a coastal and westward offensive from Crimea and Donbas.
MACRON URGES INCLUSIVE ‘EUROPEAN COMMUNITY’: French President Emmanuel Macron is pushing for a “European Community” to include Russia and other disaffected nations. He believes the current European Union concept isn’t primed for expansion, and “we all know perfectly well that the process of allowing them [Ukraine] to join would take several years, in truth doubtless several decades… This new European organization would allow democratic European nations … to find a new space for political cooperation, security, cooperation in energy, transport, investment, infrastructure, [and] the movement of people.”
XI WARNS OF GROWING UKRAINE CONFLICT: In a conversation with French President Emmanuel Macron, Chinese President Xi Jinping warned of the risk that the Russia-Ukraine conflict turns into warfare between the ideological spheres of East and West. Xi urged Macron and other European leaders to stay in the lead on European security and retain autonomy instead of aligning with U.S. interests in the region.
